Access to Fijishi frameworks, doctrines, or verification systems is not open-source, commercial, or advisory. It is a controlled privilege, granted only to verified sovereign, institutional, or corporate actors who have undergone doctrinal, legal, and technical clearance.
The Verified Entity Program (VEP) ensures that only stakeholders operating under legitimate jurisdictional authority or systemic relevance can implement, evaluate, or audit Fijishi standards. This protects both state sovereignty and protocol integrity from unauthorized replication, misuse, or politicization.
1.0 Definition of a Verified Entity
A Verified Entity is any organization, agency, or institution that meets Fijishi’s clearance and doctrinal criteria to engage in framework deployment, evaluation, or policy integration.
Sovereign: Ministries, Defense Commands, Central Banks, Regulatory Authorities
Verification Source: Government authentication & diplomatic validation.
Institutional: Multilateral agencies (IMF, World Bank, UNDP, NATO, ADB).
Verification Source: Charter verification & jurisdictional certification.
Corporate Strategic Partner: Tier-1 defense, infrastructure, or cybersecurity organizations.
Verification Source: Legal attestation & due diligence clearance.
Only these entities, once cleared under the Fijishi Verification Authority (FVA), may operate within or interface with any Fijishi doctrine, framework, or pilot environment.
2.0 Tiered Clearance Structure
Tier I - Sovereign Access Designation: National governments and constitutional institutions.
Access Scope: Full implementation, integration, and audit capability.
Requirements: FI-NDA-2025, FVA Identity Validation, Sovereign Intent Letter.
Tier II - Institutional AccessDesignation: Multilateral & systemic organizations.

4.0 Compliance Obligations
All Verified Entities must:
