Singapore Built the Governance Skeleton. The Immune System is Missing.

Singapore's IMDA published the world's first dedicated governance framework for agentic AI on January 22, 2026. The framework explicitly identifies the absence of a constitutional command layer - a kill-switch doctrine that survives agent-side circumvention, a multi-agent cascade containment architecture, and a sovereign command doctrine for Singapore's uniquely dense national infrastructure. This paper documents the three specific gaps between IMDA's governance framework and the constitutional enforcement layer required to complete it, and presents the Fijishi Sovereign Algorithmic Immunity Doctrine, Institutional Failover Charter, and Meta-Compliance Architecture as the immune system that Singapore's governance skeleton requires.
