Nvidia Powers Every Sovereign AI Programme on Earth. When They Fail, Nobody Is Responsible.

Nvidia's sovereign AI segment generated $30 billion in fiscal 2026 revenue - more than triple the previous year - as national governments worldwide purchased Nvidia hardware to build sovereign AI infrastructure including computing clusters, model-hosting capacity, and national data centres. Nvidia's five-layer sovereign AI framework describes the infrastructure stack a nation must own to achieve AI sovereignty. It does not describe the constitutional command layer governing what that stack is constitutionally permitted to do. When autonomous systems running on Nvidia sovereign AI hardware make decisions affecting citizens' constitutional rights, sovereign governments bear full legal liability while Nvidia bears none. This paper documents the structural gap between Nvidia's sovereign AI infrastructure framework and the constitutional command architecture required to make that infrastructure genuinely sovereign - and examines why no chip company has a commercial incentive to build the missing layer.
