India's IndiaAI Mission operates with a budget of INR 10,372 crore mandated to build sovereign compute capacity, high-quality datasets, and indigenous AI models under the principle of AI Understandable by Design. On June 3, 2026 the Supreme Court of India published 57-clause Draft AI Regulations establishing binding standards for AI traceability, non-opacity, and personal accountability for the deploying officer across all Indian courts and tribunals. The India AI Safety Institute tests frontier models against safety benchmarks. The Technology and Policy Expert Committee is designing India's AI governance framework. MeitY released non-enforceable AI Governance Guidelines in November 2025. No component of the IndiaAI Mission's published framework specifies the constitutional command architecture that makes indigenous AI model outputs cryptographically verifiable against the Supreme Court's June 2026 accountability standard. This paper documents the structural gap between India's sovereign compute mandate and the constitutional enforcement layer the Supreme Court has now established as the national standard.
