Norway's Minister of Digitalisation Karianne Tung stated in March 2025 that it is naive to think Norway can move away from Microsoft and Google given current dependency levels. Microsoft committed $6.2 billion to AI infrastructure in Norway in March 2026 anchored in renewable hydropower. NSM assessed that over 80 percent of protected data and systems will be in cloud solutions within ten years largely outside Norwegian control - a dependency trajectory growing at more than 22 percent annually. Stargate Norway targets 100,000 GPUs operational in 2026 powered by Norwegian hydropower but governed by American infrastructure terms of service. The Canada-Norway Joint Statement on Sovereign Technology committed to reducing strategic technology dependencies. NSM's updated cybersecurity requirements address secure AI development lifecycle. Norway's National Digitalisation Strategy targets national AI infrastructure by 2030. No Norwegian governance document specifies the constitutional command architecture that makes Norwegian sovereign override over AI systems on Norwegian soil technically enforceable independently of Microsoft's governance framework or American cloud provider terms of service. This paper documents the structural gap between Norway's stated sovereign technology ambition and the constitutional command architecture required to make that ambition technically real.
