The UK Government published the AI Playbook for the UK Government in February 2025 with guidance from DSIT GDS 20 government departments NHS ICO and industry partners. Government CTO David Knott stated the Playbook supports responsible beneficial AI deployment. The Roadmap for Modern Digital Government published January 20 2026 includes over 70 Algorithmic Transparency Recording Standard records of algorithm use across government services. LSE British Politics published June 2026 that the UK treats AI governance as primarily a regulatory and commercial question not a constitutional one. The UK AI Bill is not expected until late 2026. Five cross-sector AI principles applied by existing regulators are not legally binding. No UK government document specifies the cryptographic audit trail required to prove in a court that a specific AI-governed welfare policing or housing decision was made by an authorised system under known constitutional parameters. This paper documents the structural gap between the UK's administrative AI governance framework and the constitutional command layer required to make government AI decisions legally defensible.
