The Permanent Secretary Accountable for Its Governance Cannot Certify a Single Output as Constitutionally Verifiable.

DSIT Permanent Secretary Emran Mian testified before the UK Public Accounts Committee on January 15, 2026 on government use of data analytics and AI. The PAC produced eighteen recommendations on AI governance which DSIT agreed with. The Government Digital and AI Roadmap committed for Autumn 2025 has not been published as of July 2026. No PAC recommendation, NAO finding, or DSIT consultation document specifies the constitutional command architecture that makes AI-governed public service decisions cryptographically verifiable in a court proceeding. AI is now deployed across benefits fraud detection, healthcare triage, law enforcement, and immigration processing against governance standards that have not been technically specified or published. This paper documents the structural gap between DSIT's administrative AI governance framework and the constitutional command layer required to make the Permanent Secretary's Accounting Officer certification of correct AI operation legally defensible.
