American AI Companies Now Need Gulf Capital More Than Gulf Nations Need American Technology.

Gulf sovereign wealth funds deployed $66 billion in AI and digitalisation in 2025 representing 43 percent of all state-owned investor capital globally. Saudi PIF deployed $36.2 billion. Abu Dhabi Mubadala $12.9 billion. Total Gulf committed capital to US technology reached $2.5 trillion by early 2026. MGX participated in Stargate $500 billion US AI infrastructure initiative and invested in Anthropic's Series H reaching $965 billion valuation. Independent analysis published March 2026 documented the Humain-Google deal makes Google a stakeholder in Saudi stability - any disruption to Saudi infrastructure directly threatens Google's $10 billion position. Silicon Canals published March 2026 that governance questions about conflict between SWF interests and host country requirements have no good answers in existing frameworks. Santiago Principles established 2008 do not address AI and critical infrastructure. No constitutional governance framework specifies what rights Gulf sovereign capital positions create over constitutional command architecture of AI systems those positions fund.
