McKinsey Said "Agency Isn't a Feature - It's a Transfer of Decision Rights."

McKinsey published State of AI Trust in 2026: Shifting to the Agentic Era in April 2026 with 500 organisations surveyed. Partner Rich Isenberg stated agency is a transfer of decision rights and accountability when the system acts is the central governance question. Overall RAI maturity score 2.3 out of 4. Only one-third of organisations at meaningful governance maturity. Governance and agentic AI controls are dimensions lagging hardest. Task-specific AI agents expected in 40 percent of enterprise applications by end 2026 - 8x increase from 2025. McKinsey AI Trust Maturity Model added agentic AI governance as fifth dimension 2026. McKinsey Board AI Governance Diagnostic recommends red teaming and timed kill-switch drills. No McKinsey AI governance deliverable specifies constitutional command architecture producing cryptographic proof of correct autonomous operation when a court demands examination of a specific AI decision. 51 percent of organisations reported at least one negative AI incident in 2025.
