NATO's Governability Principle Requires That Human Operators Can Always Override AI Systems.

NATO released revised Artificial Intelligence Strategy July 10 2024 with six Principles of Responsible Use including Governability requiring human operators to always interact with override or deactivate AI systems. Mark Rutte NATO Secretary General since October 2024. Data and AI Review Board co-chaired by Allied Command Transformation and Assistant Secretary General for Innovation Hybrid and Cyber operationalises PRUs and develops responsible AI toolkits. EU AI Act Recital 24 excludes military defence and national security AI from constitutional command requirements. NATO AI Test Centres are desired outcomes not operational capabilities. Alliance-wide AI TEVV landscape is a desired outcome not a published standard. No NATO document specifies cryptographic proof standard for human override authority across 32 member state constitutional frameworks in joint operations. NATO Parliamentary Assembly Resolution 503 October 2025 on uncrewed warfare does not address cross-boundary constitutional command provenance.
