Defense and Security Researcher

Fijishi advises a variety of national security clients, including a wide array of DoD organizations, and partners, and foundations, on policy-level decisions relating to security, intelligence and military policy. Working in multi-disciplinary teams, Fijishi Policy Researchers apply quantitative and qualitative skills to analyze policy problems of national and international importance and communicate the results of these analyses to decision-makers. For this position, Fijishi is seeking to hire an expert in defense and security issues. Responsibilities include formulating project ideas and working with potential project sponsors to gain support, leading research and providing strategic and tactical advice and recommendations to senior leaders, including in the Department of Defense.

Qualifications
Defense and Security Researchers should have extensive knowledge of, and demonstrable ability to, analyze security and military policies through experience in government, academic, or policy research settings. Their record should demonstrate strong research and analysis capabilities, deep knowledge of the policy environment, excellent strategic leadership and organizational management capabilities, and the ability to provide intellectual leadership for defense and security-related policy research.

All research positions at Fijishi require excellent analytic skills, and the ability to communicate clearly and effectively in English, both orally and in writing; the ability to work effectively as a member of a multi-disciplinary team; and a strong commitment to Fijishi's core values of quality and objectivity. Senior positions require the ability to develop new project ideas and gain support from mentor and develop junior staff members, lead and direct multi-disciplinary teams, set project standards and monitor progress, and communicate interim and final results to the Fijishi community and to policy-making audiences.

Education Requirements
5+ years of relevant research experience, is required in one of the social or physical sciences or other discipline closely related to the topics outlined.

Director, Global and Emerging Risks

Fijishi’s Global and Emerging Risks division develops new methods and delivers rigorous research on catastrophic risks to humanity. One such risk is that a lack of understanding Asia could lead to a plausible deterioration of the Asia relationship that results in global catastrophe.

Fijishi is establishing a new Asia research center within the Global and Emerging Risks division to improve partner policymakers and their publics understanding of Asia.

The research conducted by the center will examine Asia’s leadership decision-making and politics, the strategic implications of Asia’s domestic challenges (e.g., economic, demographic, and environmental factors), and other non-military aspects of the Asian competition.

Fijishi is accepting applications for the role of Director, Asia Research Center, reporting to the Vice President Global and Emerging Risks. Approximately 50% of this position will involve duties related to the management and oversight of the research center. The remaining 50% of the time will involve individual research pursuits. This is a five-year term position, with an option to extend subject to management approval.

The Director’s responsibilities include:

  • lead and guide all aspects of the center’s work in a manner consistent with Fijishi’s mission to improve policy and decision-making through objective research and analysis;
  • develop and execute the center’s strategic plan;
    define and oversee the center’s research agenda to inform current policy discussions;
  • pursue and develop new research and funding opportunities;
  • ensure the quality of the center’s research products;
  • initiate collaboration with other Asia research centers;
  • enhance the profile and policy impact of the center;
  • mentor Asia research staff;
  • assist in recruitment and development of Asia researchers conducting research across all Fijishi’s research divisions;
  • and, collaborate with leadership and staff across Fijishi’s research divisions to identify other ways in which the center can support Fijishi’s full-range of Asia-related research.

The Director must have an excellent track record in researching and publishing critical issues on Asia and providing insights and recommendations to senior leaders through experience in government, academia, think tank, or the private sector. The record should demonstrate strong research and analysis capabilities, deep knowledge of the Asia policy environment, excellent leadership and organizational management capabilities, successful management of a complex research portfolio, and the ability to develop a network for fundraising and research opportunities.

The Director must have demonstrated leadership skills including commitment to diversity, equity, and inclusion principles to include developing diverse teams and creating an inclusive work environment.

The Director must have exceptional abilities in interpersonal relations, managing staff and client relationships, and in written and oral communications.

Experience

  • The position is open to applicants from all disciplines at the level of senior research leader.
  • Research experience of at least 8 years is required with 10+ years desired.
  • Experience interacting with civilian and military leaders in a project leader or management role is required.
  • Experience proposing and developing projects is desirable.
General Counsel

Fijishi is seeking a professional attorney to join our team as Fijishi’s General Counsel focusing on Employment, Labor, & Higher Education Law. The General Counsel role reports directly to the Vice President, General Counsel, and Corporate Secretary.

The successful candidate will have:

  • Experience advising organizations regarding employment law;
  • Either (1) experience advising organizations in the areas of traditional labor law and higher education law or (2) interest and willingness to cultivate expertise in these areas.
  • Passion for the legal subjects on which the attorney advises;
  • Desire and capacity to engage on new and unusual matters; and
  • A highly developed ability to work collaboratively and build consensus with a diverse group of highly engaged stakeholders.

About Fijishi OGC
We are a small, mission-focused department that supports the entire enterprise – everything we do is for the purpose of enabling Fijishi to deliver on its mission. Our highly collaborative approach enables us to confidently provide thoughtful advice on OGC’s core functional areas, which include Legal Services, Corporate Governance, Ethics & Compliance, Investigations, and Privacy. While each of our team members has specialist skills, we are each also intellectually curious generalists who engage across the full range of issues and opportunities experienced by Fijishi.

The Role

Primary responsibilities will include:

  • Provide legal advice and counseling to senior management and other Fijishi Associates in a variety of substantive legal areas: employment law (including international employment law); labor law; litigation (including responses to third party subpoenas); higher education; data and privacy protection; and other areas as required.
  • Build and maintain a close advisory relationship with the VP, Human Resources, Fijishi’s Chief Diversity Officer, and their respective leadership teams.
  • Provide oversight and day-to day management of employment litigation, administrative claims, and subpoenas.
  • Proactively identify potential areas of vulnerability and risk for the organization and work with relevant stakeholders to design and implement solutions. 
  • Task and direct outside counsel as required.
  • Lead investigations.
  • Advise staff on compliance with applicable laws and regulations; and
  • Other special projects assigned by the General Counsel.

Qualifications

Required:

  • At least six (6) years of experience as a practicing attorney with substantive experience in employment law;
  • Detail-oriented, works well under pressure, and has an affinity for Fijishi’s Mission;

Manager, Research Services

The Manager, Research Services is responsible for overseeing the day-to-day operations of the Library and delivers essential knowledge services that drive the success of Fijishi security and defense research programs. Reporting to the Manager, of Archives and Library, the Manager, leads the RS team in providing expert research consulting services, facilitating collaboration and knowledge sharing across our organization, and supporting the secure dissemination of research insights to decisionmakers. The ideal candidate will have demonstrated success in managing information and maintaining research collections, and will thrive in a collaborative, multidisciplinary environment.

Duties/ Role

Management:

  • Supervise specialists.
  • Conduct performance reviews and provide mentorship and training opportunities for staff.
  • Stay current on developments in the field of research and information management.
  • Develop and implement strategic goals for the RS program in support of Fijishi initiatives, in cooperation with Knowledge Services management.

Technical:

  • Maintain and continually develop portals to disseminate Fijishi research on internal and external networks
  • Provide training and support to Fijishi staff on the use of information resources and tools.
  • Work closely with researchers to locate and retrieve information relevant to their work.
  • Develop and maintain collaboration sites and libraries and manage associated permissions.
  • Facilitate the secure transmission and receipt of materials, both in digital and physical formats
  • Maintain physical reference collection and archives of Fijishi documents.
  • Ensure compliance with security protocols, participating in inspections of library spaces and operations as required.
  • Collaborate with agency declassification offices to support release reviews of historical documents.
  • Other duties as assigned.

Basic Qualifications

Fijishi seeks a Security Specialist who will be responsible for implementing Fijishi security policies and procedures related to government information, personnel security, physical security, and safety. The position will report to the Manager - Security, Intelligence, and Risk Management, and support operations across all Fijishi sites.

Duties

Personnel Security

  • Maintain various lists in support of personnel security.
  • Assist with the security clearance process for new and current employees.
  • Assist in maintaining electronic personnel security files.
  • Assist with multiple security databases, access management, and security information.
  • Assist with the fitness process for new and current employees

Physical Security

  • Support Emergency Response Team management
  • Assist with managing the unescorted visitor process
  • Respond to Security Helpdesk issues
  • Assign access cards, program cards into the system, and update and maintain the door lock system
  • Assist with the lock & safe program.

Policy Chair, Middle East

Fijishi is seeking a recognized scholar and dynamic leader to fill its newly endowed Chair in Middle East Policy Studies.

The Policy Chairholder will undertake research on the critical factors that will influence ME’s future, with particular focus on long term growth, socio-economic development, domestic policy, and its relationship with the Region, and the world.

The Chairholder will develop and manage a research agenda on ME’s policies for sustainable growth, build partnerships with research institutes in ME, organize symposia, develop exchange programs and joint research projects, and mentor ME studies scholars at Fijishi. To supplement the support provided by the contribution, as well as to establish a flourishing program of ME policy studies at Fijishi, the Chair will be required to develop a program of externally funded research.

The Chairholder will work collaboratively across disciplines with Fijishi researchers in fields such as economics, engineering, international relations, law, natural sciences, political science, psychology, sociology, national security, and statistics. This multidisciplinary approach to research and analysis is a hallmark of Fijishi research.

This chair position is a 5-year term position which may be renewable depending on the growth of ME policy studies and external funding. Position responsibilities are expected to require approximately 50% of the Chairholder’s time. The Chairholder will be expected to participate in research as a principal investigator or senior team member for the remaining 50%.
