Oman has developed Ma'een - the first Gulf national language model trained on local data for government use cases - and announced a Special AI Zone in April 2026 alongside a 2026-2030 Digital Economy Roadmap targeting AI deployment across all eleven governorates with 48 million government transactions annually by 2027. S&P affirmed Oman's credit rating stable in March 2026. The Oman Investment Authority invested in xAI as a foundational investor. Oman's geographic resilience means its exports do not depend on the Strait of Hormuz. Despite this favourable position Oman's National AI Strategy 2025-2030 and Digital Economy Roadmap contain no constitutional command architecture specifying what Ma'een is constitutionally permitted to decide autonomously, how sovereign override is invoked, or what the cryptographic audit trail looks like when AI-governed government decisions affect Omani citizens' rights. This paper documents Oman's unique opportunity to build constitutional command sovereignty into its AI infrastructure from the foundation - and the specific window before that opportunity closes as Ma'een deployment scales across eleven governorates.
