Constitutional Baseline Review - A product of Fijishi Constitutional Assurance (FCA): certification of AI decisions against a named standard.

Does one named AI system meet one named standard in force, criterion by criterion?

What it answers

A structured, criterion-by-criterion assessment of one named AI system against one named standard in force. For example, an AI rule or guideline that an insurance regulator has issued and that applies to the firm, or a binding data-protection rule on decisions based solely on automated processing. At intake we confirm the standard your system will be measured against.

The Review measures only against a standard in force. Drafts and consultation papers are not used. For readiness against a published draft override or human-review requirement, see the Kill-Switch Compliance Certificate.

Process

The Review covers override authority, audit-trail completeness and data-handling boundaries, as far as the named standard addresses them. It produces a single criterion-by-criterion finding – where the system stands against the standard and what is missing – not a general recommendations report.

Turnaround and fee

The turnaround is confirmed at intake. The fee is fixed at intake, before any work begins, based on the system's complexity and the standard applied. It does not depend on the finding. Intake has no fee.

Who this is for

Firms, including insurers and reinsurers, that want an independent, citable finding on whether a named system meets a named standard – ahead of a regulatory examination, a legal proceeding or an insurer's underwriting review.

What this review is not

It is not a certification by, or approval from, any regulatory or statutory body, and it is not legal advice. It is Fijishi's independent assessment, which the firm owns outright.

A finding is dated and stands against the text it was measured against. If the standard is amended, a finding against the new text is a new engagement.

Fijishi does not certify a system it helped design or build.

After the finding

A firm may ask, at the same intake, for a short plain-language summary of the finding for its board or audit committee. It is fixed in scope and fee with the Review. It explains the finding; it is not legal advice.
