Standards in development
How Fijishi develops standards
Fijishi develops its criteria in public. Each passes through four stages:
- Working draft – the reasoning and draft criteria, published for anyone to read.
- Public comment – the draft opens for comment for a stated period; comments and our responses are published, with each commenter's agreement.
- Numbered version – issued only when its criteria can be tested in a certification, with a dated change log.
- In use – Fijishi certifies against it, and corrections are public.
FWD-1 is at stage 2, open for public comment until 15 January 2027. The other drafts are at stage 1. None is yet a standard, and none is the criteria Fijishi certifies against today: each certification product names the rule or standard it measures against. No one can pay to change a draft.

Working drafts
- FWD-1 Stopping an AI decision – who can stop an AI system's decisions, and how that is shown. Informs the Kill-Switch Certificate. Open for public comment from 2 November 2026 to 15 January 2027.
- FWD-2 The record of an AI decision – what a record of one AI decision must contain. Informs the Baseline Review.
- FWD-3 Explaining an AI decision – a reason specific to one decision and true to how it was made. Informs the Baseline Review and Fijishi Juris.
- FWD-4 Control of AI decision data across vendors and borders – keeping what a firm needs to explain and run its decisions, including on exit. Informs the Fijishi Procurement Review.
- FWD-5 Digital evidence that holds up – electronic records of AI decisions in a form a court can accept. Informs Fijishi Juris.
- FWD-6 Synthetic content in claims and onboarding – checking documents, images and voice that may be AI-generated, without wrongly rejecting genuine customers. Informs the Baseline Review.
- FWD-7 How the drafts fit together – one decision, one record.
Earlier versions
The working drafts replace, as new 2026 versions, Fijishi's earlier papers of 2023-2026. Those papers were written for governments and states; that framing, and every reference in them to a Vault, to material for verified entities, to briefings, to adoption by states or to being applied through Fijishi Certification, Fijishi Procurement Review or Fijishi Juris, is withdrawn. The earlier texts are kept in Fijishi's records and are available on request.
Development paused on 12 October 2026
These earlier papers are outside Fijishi's current work and are not published while paused: Doctrine Hub; Institutional Failover Charters (IFC); Cyber-Physical Forensics Protocol (CFP); Quantum-Resilient Infrastructure (QRI); Climate & Resource Verification Protocol (CPV); Global Trade Integrity Protocol (GTIP); Sovereign Identity Framework (SIF); Technical Standards Library (TSL).
Fijishi does not sell or pitch to any regulator or government the Index covers. Fijishi's current work: Why Fijishi.
