Digital Ministers across smaller EU member states including Estonia Latvia Lithuania Slovenia Croatia Portugal and Greece invested in compliance infrastructure toward the EU AI Act August 2 2026 high-risk system deadline. On May 7 2026 EU lawmakers reached political agreement on the Digital Omnibus provisionally deferring high-risk AI obligations following France backing a 12-month freeze and Germany calling for a halt. The Omnibus has not been formally published in the Official Journal. August 2 2026 remains a live compliance date for Article 50 transparency obligations. CEN-CENELEC harmonised standards specifying constitutional command compliance at the technical enforcement layer have not been published and are tracking months late. Commission guidance documents are under preparation with publication expected Q2 2026 - after the August 2nd deadline. This paper documents the specific accountability exposure of EU Digital Ministers who built compliance infrastructure toward a deadline provisionally extended by larger member states and the opportunity to define constitutional command compliance independently of the harmonised standards process.
