Japan's Digital Japan 2026 policy makes a precise distinction between Sovereign AI - owning AI infrastructure - and AI Sovereignty - exercising constitutional command authority over autonomous systems at national scale. Japan has committed $6.3 billion to sovereign AI infrastructure including domestic foundation models, 2nm chip fabrication through Rapidus, and domestically manufactured AI servers. Japan's Defence Ministry has mandated human oversight of autonomous systems. No operational doctrine exists for making that mandate technically enforceable against agent-side circumvention. This paper documents the three-component gap between Japan's declared AI sovereignty ambition and its operational sovereignty reality, and presents the Fijishi Sovereign Algorithmic Immunity Doctrine, Meta-Compliance Architecture, and AI Continuity Doctrine as the constitutional command layer Japan's strategic indispensability goal requires.
