Between November 2025 and May 2026 Gulf states committed over $700 billion to sovereign AI infrastructure across HUMAIN, MGX, Core42, and Stargate UAE. On March 1, 2026 Iranian drones struck AWS data centres in the UAE and Bahrain disrupting banking, payments, and critical services for over 24 hours. Iran subsequently named 18 American technology companies as legitimate military targets with active infrastructure across all Gulf sovereign AI programmes. This paper documents the complete absence of operational kill-switch doctrine, constitutional algorithmic immunity framework, and institutional failover architecture across every major Gulf sovereign AI programme - and presents the constitutional command gap as the most consequential unaddressed vulnerability in sovereign AI governance globally.
