The UN AI Framework: 193 Nations Signed. Zero Can Implement It.

The UN General Assembly passed Resolution 78/265 in March 2024 backed by all 193 member states committing to safe, secure, and trustworthy AI governance. No enforcement mechanism exists in the framework. The United States actively opposed multilateral AI governance at the UN Security Council in September 2025. Based on precedents from comparable international governance initiatives experts project two to three years before comprehensive assessments, three to five years before consensus, and five to seven years before enforceable standards - while autonomous AI systems are deployed today at sovereign scale across every signatory nation. Less than one percent of organisations globally have fully operationalised responsible AI governance. This paper documents the structural gap between the UN framework's commitments and the constitutional command architecture required to implement them, and presents the conditions under which any signatory nation can fulfil its obligations independently of UN timeline delays.
