On June 5 2026 President Trump signed a National Security Presidential Memorandum on AI in the National Security Enterprise explicitly stating that commanders directors and agency heads remain accountable for ensuring AI obligations are met at every level including that fielded systems are steerable controllable and preserve clear lines of accountability under the Constitutional chain of command. OMB Memorandum M-25-21 requires agencies to accelerate federal AI adoption under innovation governance and public trust priorities but contains no cryptographic provenance standard no hardware attestation requirement and no constitutional command override architecture. The Federal AI Register contains 409 automated decision systems across 42 departments with structured fields emphasising system capabilities and procurement lineage but omitting human-in-the-loop configuration. The June 2 2026 executive order directed criminal enforcement against AI misuse in the private sector while federal AI systems operate without the constitutional steerability standard the June 5th Memorandum now requires. This paper documents the structural gap between the Presidential personal accountability mandate and the constitutional command architecture required to fulfil it.
