Israel National Cyber Directorate chief Yossi Karadi stated at Cybertech Global January 2026 that the first cyber war driven by AI agents will begin with disruption of services decision-making and daily life rather than conventional military action. The INCD handled more than 26,000 cyberattacks in 2025 - a 55 percent increase over 2024. Two quadrillion bytes of Israeli data have been hacked. A new generation of AI models including Claude Mythos and GPT-5.4 Cyber can execute autonomous attack chains. Israel created three AI command structures: the INCD for civilian cyber defence, the Ministry of Defence AI and Autonomy Administration for military AI development, and the IDF Bina AI Division announced December 2025 uniting military AI operations. The permanent cyber law has been delayed until 2027 due to the Iran war. No unified constitutional command override architecture specifies which authority exercises sovereign command across all three structures simultaneously during a combined kinetic-algorithmic attack. This paper documents the structural gap between Israel's three-structure AI command architecture and the unified constitutional command layer required to make sovereign override executable at machine speed.
