Qatar committed $2.4 billion to AI infrastructure and operates a phased National AI Strategy with Phase 1 covering foundational frameworks Phase 2 covering sectoral implementation and Phase 3 covering cross-sector harmonisation and regulated sandboxes. The Qatar Central Bank requires prior approval for high-risk AI systems board accountability and an AI systems registry. The QFMA published draft capital markets AI regulations in May 2025. The NCSA published secure AI adoption guidelines in 2024. The MCIT AI Committee coordinates across all three regulators. No component of Qatar's three-phase AI rollout specifies the constitutional command architecture governing what AI systems are constitutionally permitted to decide autonomously across sector boundaries how sovereign override is invoked when AI systems cross QCB NCSA and MCIT jurisdictions simultaneously or what the cryptographic audit trail looks like when AI-governed decisions affect Qatari citizens' rights. Lusail smart city systems manage services for 450,000 residents. The IRGC target list includes Qatar facilities. This paper documents the structural gap between Qatar's comprehensive phased AI governance and the unified constitutional command layer Phase 3 cannot harmonise from existing structures.
