A ransomware attack disrupted Indonesia's national data centre in 2024 affecting hundreds of digital public services simultaneously. BSSN recorded more than 403 million anomalous traffic events in 2023. Presidential Regulation 47/2023 established Indonesia's National Cybersecurity Strategy positioning BSSN as national cybersecurity coordinator. Indonesia's cybersecurity governance is fragmented among BSSN the Ministry of Communication and Digital the National Police and the National Armed Forces with overlapping mandates and legislative deadlock on the Cybersecurity Bill. BDx Indonesia launched Southeast Asia's most interconnected sovereign AI data centre in December 2024. The Presidential Regulation on AI Ethics and Safety has not been published. 92 percent of Indonesian knowledge workers use generative AI. No Presidential Regulation document BSSN guideline or national AI roadmap specifies which of the four institutional actors has unified constitutional command override authority over autonomous AI systems across all four mandates simultaneously during a national data centre attack. This paper documents the structural gap between Indonesia's four-mandate cybersecurity architecture and the unified constitutional command layer required for sovereign AI governance under adversarial conditions.
