At the G20 Johannesburg Summit November 22-23 2025 India drove the AI governance agenda forging the Johannesburg Consensus and ACITI technology partnership in the US's absence. PM Modi committed to human-centric AI governance with human oversight at its core. India hosted the AI Impact Summit February 2026 themed Sarvajan Hitay Sarvajan Sukhay with three Sutras and seven Chakras. The summit's own documentation stated a fundamental gap persists between global aspirations and reality on the ground. The United States will host the next G20. No MeitY document published since Johannesburg specifies the constitutional command architecture that converts India's human-centric AI governance commitment into cryptographically verifiable enforcement. Fijishi filed technical submission to MeitY TPEC June 2026 proposing BSA-63 as the constitutional command standard.
