Saudi Arabia declared 2026 the Year of Artificial Intelligence. SDAIA released a mandatory AI Adoption Framework as governance baseline for all public sector entities. A national AI platform integrates 430 government systems into the National Data Lake. HUMAIN OS manages government and enterprise workflows across more than 150 AI agents. Saudi Arabia's draft Responsible AI Policy consultation closed May 3 2026. No SDAIA governance document HUMAIN operational protocol or Saudi Cabinet AI declaration specifies which named official has constitutional command override authority over HUMAIN OS during a live kinetic or algorithmic attack on Saudi AI infrastructure or the technical mechanism through which that authority is invoked within the operational window before cascading autonomous failures reach government systems. Iranian drone strikes hit Gulf AI infrastructure three times between February and April 2026. The IRGC target list includes Saudi facilities. This paper documents the structural gap between Saudi Arabia's mandatory AI governance framework and the constitutional command override architecture required to make that governance executable under adversarial conditions.
