Canada appointed Evan Solomon as first Minister for AI and Digital Innovation in May 2025. AIDA did not proceed when Parliament was prorogued January 2025. Federal AI Register released November 2025 containing 409 automated decision systems across 42 departments. Academic analysis published April 2026 using ADMAPS framework found the register systematically obscures human discretion training and uncertainty management and constructs an ontology of AI as reliable tooling rather than contestable decision-making with 86 percent of systems deployed internally for efficiency. June 24 2026 compliance deadline passed for all existing automated decision systems. Directive Section 6.3.11 requires data and model integrity measures to prevent tampering but does not specify cryptographic proof standard. Quebec Law 25 requires real operational human review with documentary record of who reviewed at what point with what authority.
