As of April 2026 the US federal government operates 3,611 AI use cases across 56 agencies including 445 high-impact use cases touching national security, law enforcement, healthcare, and benefits administration - more than double the prior year's total. OMB Memorandum M-25-21 accelerates federal AI adoption under three priorities including governance, but contains no requirement for cryptographic provenance of AI outputs, no hardware attestation standard, and no constitutional command override architecture. On June 2, 2026 President Trump signed an executive order directing criminal enforcement against AI misuse in the private sector while federal government AI systems produce outputs that cannot be forensically verified in any US court. This paper documents the forensic gap between federal AI deployment acceleration and the constitutional verification architecture required to defend those deployments in legal proceedings.
