1. The rules in Switzerland

FINMA's Guidance 08/2024 (18 December 2024) records what it assessed in its supervision of Swiss institutions using AI, including AI inventories with a risk classification and defined responsibilities for AI. FINMA has conducted on-site inspections and supervisory exchanges on AI since the fourth quarter of 2023.

FINMA says Switzerland has no AI-specific legislation and that the binding governance and risk-management requirements are technology-neutral.

This band describes how clearly the rules meet the AI use that Swiss Re has itself published. It is not a finding that Swiss Re has breached any rule.

Why Swiss Re: Swiss Re's own pages and releases describe Life Guide Scout as a generative-AI underwriting assistant used by client insurers.

The question
Swiss Re says its MagnumXP Underwriting Assistant and Life Guide Scout "help clients make faster, more accurate risk assessments". Life Guide Scout was launched in Zurich on 22 April 2024 as a pilot within Life Guide, Swiss Re's Life & Health underwriting manual. It lets underwriters at client insurers put professional queries to it and receive an AI-generated answer with its source. Swiss Re's own responsible-AI article for life and health insurers (4 October 2024) calls for "a business model owner with overall accountability for the model". FINMA's Guidance 08/2024 of 18 December 2024 records what FINMA assessed in its supervision of Swiss institutions (section 2.1): whether those with many or significant AI applications keep a centrally managed AI inventory with a risk classification, and whether they have defined "responsibilities and accountabilities for the development, implementation, monitoring and use of AI". Does Swiss Re record itself as the accountable model owner of Life Guide Scout, with the tool in its own AI inventory and risk classification? And what does it give the client insurers that use Life Guide Scout - including any that FINMA supervises - so that they can identify it as an AI application in their own governance?
