| Jurisdiction tier | Tier A - Specified and enforced. A binding instrument that applies to insurers' own use of AI, or an issued regulator document addressed to this insurance market, addresses AI - by name or by an unambiguous description such as "predictive models" or "automated decision system" - and sets out rules or expectations that apply to it; and the regulator has a live mechanism to check or sanction them. |

Qatar Central Bank's Artificial Intelligence Guideline has been in force since 4 September 2024. It gives a licensed entity different duties depending on whether it built an AI system or uses one built by someone else: a provider launching a new system needs the Bank's approval first, and a user must submit the provider's instructions and results to the Bank.
Who these rules reach
- Insurers: directly. The Guideline applies when an Entity "develops and implements AI on its own, purchases AI Systems, or outsources processes or functions that rely directly on AI" (clause 5).
- Reinsurers: not stated.
- Intermediaries: not stated.
This band describes how clearly the rules meet the AI use that QIC Group has itself published. It is not a finding that QIC Group has breached any rule.
Why QIC Group: QIC Group's own management page says its Group Chief Digital & AI Officer oversees the Digital Hub, which its release of 11 December 2025 lists among group entities.
The question
In briefQatar Central Bank's AI Guideline, in force since 4 September 2024, gives a licensed entity different duties depending on its role. As the Provider launching a new AI system, it needs QCB's approval first (clause 11.1). As a User of a system built by another party, it must submit that Provider's instructions and technical and training results to QCB (14.2). A User that materially changes the model and puts it into service under its own name becomes the Provider (14.3). QIC lists a Digital Hub among its group entities, and its Group Chief Digital & AI Officer oversees the Digital Hub together with the group's IT and other digital and technology functions. Where a system built by that Hub goes live at QIC's Doha entity, which role does the Doha entity hold under the Guideline - and has it taken the step with QCB that role requires?
Why this band: The rule in the question binds, names AI and has a fixed date, but whether a hub-built system runs at the Doha entity, and which entity houses the hub, is not established.QCB's Guideline ties an insurer's duties to whether it built an AI system or uses one built by someone else, and QIC's Digital Hub sits at group level under its Group Chief Digital & AI Officer - so it is not clear from the public record which role the Doha entity holds for any Hub-built system it runs, or which QCB step that triggers.
3. The same question for other firms in Qatar
Any Qatar Central Bank licensee running an AI system built elsewhere in its group faces the same point: which role it holds under the Guideline, and whether it has taken the step with the Bank that role requires. This entry gives no band to any firm other than QIC Group.
4. What this entry does not establish
- Whether a hub-built system runs at the Doha entity, and which legal entity houses the hub. The question asks both.
- QIC's licence with the Bank is carried from earlier research and was not re-read for this edition.
- What the Digital Hub builds. QIC's management page says the Group Chief Digital & AI Officer oversees the Hub, Group IT and the group's digital and technology functions; neither it nor the release of 11 December 2025 describes the Hub's AI work.
- No dated item is recorded for this entry.
