Malaysia - Tier A · Watching · Case: Allianz Malaysia

At a glance
Jurisdiction tierTier A - Specified and enforced. A binding instrument that applies to insurers' own use of AI, or an issued regulator document addressed to this insurance market, addresses AI - by name or by an unambiguous description such as "predictive models" or "automated decision system" - and sets out rules or expectations that apply to it; and the regulator has a live mechanism to check or sanction them.

1. The rules in Malaysia

Bank Negara Malaysia's technology-risk policy (RMiT) binds licensed insurers; non-compliance with its standards may result in enforcement action. It requires a licensed insurer to consult the Bank before first using an emerging technology in a critical system, and otherwise to document its risk assessment and have it available.

The Bank's RMiT FAQ (last updated 1 July 2026) lists generative AI as an example of emerging technology.

Who these rules reach
  • Insurers: directly. RMiT applies to "Licensed insurers including professional reinsurers".
  • Reinsurers: directly, under the same words. Branches of a foreign professional reinsurer are excluded (paragraph 5.2).
  • Intermediaries: not stated.
2. The case examined: Allianz Malaysia - Watching

This band describes how clearly the rules meet the AI use that Allianz Malaysia has itself published. It is not a finding that Allianz Malaysia has breached any rule.

Why Allianz Malaysia: Allianz Malaysia Berhad's own 2025 annual report describes the rollout of a generative-AI health claims co-pilot.

The question
Allianz Malaysia Berhad's 2025 annual report describes a Gen AI health claims co-pilot inside Allianz 360, its digital tool for agents, in its discussion of Allianz Life, and lists the co-pilot among AI-enabled capabilities meant to improve claims, underwriting and pricing. Bank Negara Malaysia's technology-risk policy (RMiT) requires a licensed insurer to consult BNM before first using an emerging technology in a critical system, and otherwise to document its risk assessment and have it available for BNM; BNM's own RMiT FAQ lists generative AI as an example of emerging technology. Which route did the licensed insurer that runs the co-pilot follow?
In brief
Allianz Malaysia's report calls its Gen AI health claims co-pilot a "first strategic deployment" in 2025, and BNM now lists generative AI among the emerging technologies its binding technology-risk rule covers - but which of the rule's two routes the licensed insurer took for this tool has not been publicly disclosed.
Why this band: Both points are less firm: the rollout may predate the current version of the policy, and the report does not name the licensed entity that runs the co-pilot.

3. The same question for other firms in Malaysia

Any licensed insurer in Malaysia that has begun using generative AI faces the same point: which of the policy's two routes it followed, consultation with the Bank or a documented risk assessment. This entry gives no band to any firm other than Allianz Malaysia.

4. What this entry does not establish
  • The licensed entity that runs the co-pilot; it is inferred from where the report places it.
  • Which version of RMiT applied at the 2025 rollout. The June 2023 version was not read.
  • The report was read to printed page 36, which includes both passages cited (pp. 24–25 and 34); later pages were not.
5. Dates ahead
  • No dated item is recorded for this entry.
