1. The rules in Pakistan

Pakistan's National Artificial Intelligence Policy 2025 records, in its own action matrix, that there is no provision for AI regulation. It plans an AI Directorate under the personal data protection commission, and names the Securities and Exchange Commission of Pakistan (SECP) for an integrated AI sandbox, both by 2026. It does not mention insurance.

SECP issues the Code of Corporate Governance for Insurers.

Who these rules reach
  • Insurers: directly, as the subject of SECP's "Code of Corporate Governance for Insurers, 2016 (updated as of April 1, 2020)". The Code does not name AI, and its text was not read.
  • Reinsurers: not stated.
  • Intermediaries: not stated.
2. The question put to SECP and the Government of Pakistan - Contained

This band describes how far the published record answers the question put to SECP and the Government of Pakistan. It is not a finding that either authority, or any firm it oversees, has fallen short of any rule.

Why the question goes to SECP and the Government of Pakistan: No Pakistani insurer's own published account of AI in underwriting, claims or pricing was found, so the question goes to the authorities.

The question
Pakistan's National Artificial Intelligence Policy 2025 records, in its own action matrix, that there is "No provision for AI regulation currently." It plans an AI Directorate for ethical AI use under the National Commission for Personal Data Protection by 2026. It names the Securities and Exchange Commission of Pakistan, which already runs a regulatory sandbox for certain AI applications, as responsible for an integrated AI sandbox by the same year. Among its measures, the policy sets out mandating transparency and disclosure of the use of AI systems, and ensuring human oversight of critical AI operations. SECP issues the Code of Corporate Governance for Insurers. When an insurer in Pakistan uses AI to underwrite a policy or decide a claim, which authority will set and check the policy's disclosure and oversight measures for that use: SECP as the insurance regulator, or the AI Directorate the policy proposes?
In brief
Pakistan's national AI policy records that the country has no AI regulation yet. It plans a new AI Directorate under a data-protection commission, gives the securities and insurance regulator an AI sandbox, and does not mention insurance at all. We found no regulator or company publication documenting AI use in underwriting, claims or pricing in Pakistan.
Why this band: No company's own account could be tested, so the question rests on the government's own policy and the regulator's own record.

3. What the open question means for firms in Pakistan

Until the authorities answer, an insurer in Pakistan using AI in underwriting or claims has no published statement on whether SECP or the proposed AI Directorate will set and check the policy's disclosure and oversight measures for that use. This entry gives no band to any firm.

4. What this entry does not establish
  • The policy carries no printed date.
  • The status of the national data protection commission and the Personal Data Protection Bill was not confirmed from a primary source.
  • SECP's circulars were not read, and the Code of Corporate Governance for Insurers was read only through its page title.
5. Dates ahead
  • By 31 December 2026: the AI Directorate and SECP's integrated AI sandbox, as the policy plans.
