1. The rules in Nigeria

Nigeria's National Insurance Commission (NAICOM) closed a binding recapitalisation deadline under the Nigerian Insurance Industry Reform Act 2025, announcing its completion on 2 August 2026 and concluding the exercise on 13 August 2026.

Its Commissioner said in September 2026 that insurance companies must deploy artificial intelligence responsibly. Neither the Act's binding text nor any published NAICOM circular found for this edition defines what that means or how it would be checked.

Who these rules reach
  • Insurers: directly. Section 2(1): the Act applies "to regulation and supervision of all insurance businesses, and insurance operators in Nigeria".
  • Reinsurers: directly, as insurance businesses and operators. Section 2(2)(b) excludes only a business established outside Nigeria "engaged solely in reinsurance transactions with an insurer authorised" under the Act.
  • Intermediaries: not stated. The Act's definition of insurance operators was not read.
