1. The rules in Israel

This edition found no rule in Israel on insurers' own use of AI. An inter-ministerial team that included the Capital Market, Insurance and Savings Authority published its final report on AI in the financial sector in December 2025. It recommended applying existing, technology-neutral regulation, and examining whether the Authority's tools for reviewing a new insurance product can examine decisions made by an AI system.

Who these rules reach
  • Insurers: not stated. The Authority's provision on reviewing a new insurance product was not found.
  • Reinsurers: not stated.
  • Intermediaries: not stated.
2. The question put to the Capital Market, Insurance and Savings Authority - Contained

This band describes how far the published record answers the question put to the Capital Market, Insurance and Savings Authority. It is not a finding that either authority, or any firm it oversees, has fallen short of any rule.

Why the question goes to the Capital Market, Insurance and Savings Authority: The question concerns a gap the regulators themselves identified, and this entry relies on no single company's account.

The question
Israel's inter-ministerial team on artificial intelligence in the financial sector, which included the Capital Market, Insurance and Savings Authority, published its final report in December 2025. It reported that in the Authority's survey of the second half of 2022, ten of twenty institutional bodies already used AI models, and that insurers had integrated AI models into different stages of underwriting, where the systems serve for control and decision support, including pricing and risk assessment for individual transactions. The team recommended that insurers apply existing, technology-neutral regulation to AI. It also recommended examining whether the Authority's supervisory tools for reviewing a new insurance product are sufficient to examine decisions made by an AI system. For an AI underwriting model already in use at an Israeli insurer, is the Authority's review of new insurance products currently the check on that model's decisions, or is that the gap the team asked it to examine?
In brief
Israel's financial regulators have reported that half of the institutional bodies they surveyed already used AI, including in insurance underwriting. They recommended applying existing, technology-neutral rules, and examining whether the insurance regulator's product-review tools can check decisions made by AI. No published outcome of that examination was found.
Why this band: No company's own account could be tested, so the question rests on the regulators' own published report.

3. What the open question means for firms in Israel

Until the Authority answers, an Israeli insurer using an AI underwriting model has no published statement on whether new-product review is the check on that model's decisions. This entry gives no band to any firm.

4. What this entry does not establish
  • The Authority's new-product review regime was not read.
  • A reported letter from the Authority on offensive-AI cyber threats (August 2026) was not read; it would change the tier only if it also covered insurers' own AI use.
  • The privacy law amendment on automated processing was not read.
  • Which Israeli insurers use AI in underwriting. The report records that half of the institutional bodies surveyed in the second half of 2022 used AI models; this entry names none.
5. Dates ahead
  • No date set: any Authority circular on insurers' own AI use; the outcome of the product-review examination.
