1. The rules in Cayman Islands

The Cayman Islands Monetary Authority (CIMA) issued a Thematic Review of Reinsurance Companies in June 2026, covering Class B(iii) and Class D reinsurers. It found that gaps in the corporate governance framework made up 68% of all findings. The review does not name artificial intelligence.

CIMA's Rule on Corporate Governance for Regulated Entities (April 2023) sets governance requirements for the entities it regulates. This edition found no issued Cayman instrument that sets out rules or expectations for insurers' or reinsurers' use of AI.

Who these rules reach
  • Insurers: directly. The governance rule applies to "entities regulated by the Authority ('regulated entities') under the regulatory acts" (section 1.1), and refers specifically to "insurance regulated entities" (section 5.8.1(c)).
  • Reinsurers: directly, as entities regulated by the Authority. CIMA's review examined Class B(iii) and Class D reinsurers.
  • Intermediaries: not stated.
2. The question put to the Cayman Islands Monetary Authority - Contained

This band describes how far the published record answers the question put to the Cayman Islands Monetary Authority. It is not a finding that the Cayman Islands Monetary Authority, or any firm it oversees, has fallen short of any rule.

Why the question goes to the Cayman Islands Monetary Authority: The review is CIMA's own published record, and this entry does not rely on any Cayman reinsurer's own account.

The question
CIMA's 2026 Thematic Review of Class B(iii) and Class D reinsurers found that governance-framework gaps - among them the governance of Board sub-committees, Board oversight, contractual agreements with service providers and segregation of duties - made up 68% of the weaknesses it identified. The review, on the public record, does not name artificial intelligence. When a Cayman-licensed reinsurer runs underwriting, pricing or reserving through AI, does CIMA treat oversight of that AI as part of the board-governance obligations the review examined, or does AI oversight sit outside CIMA's stated supervisory scope until CIMA addresses it by name?
In brief
CIMA's review found governance, not technology, to be the dominant weakness among the reinsurers it licenses - but the published review does not name AI, so it is unsettled whether AI-driven functions at Cayman reinsurers fall inside CIMA's governance remit.
Why this band: No company's own account could be tested, so the question rests on the regulator's published review and the point it leaves open.

3. What the open question means for firms in Cayman Islands

Until CIMA answers, a Cayman-licensed reinsurer that runs underwriting, pricing or reserving through AI has no published CIMA statement placing oversight of that AI inside, or outside, the board-governance obligations the review examined. This entry gives no band to any firm.

4. What this entry does not establish
  • Whether any Cayman-licensed reinsurer uses AI in underwriting, pricing or reserving. This entry says nothing either way.
  • Whether CIMA's governance obligations reach AI oversight. That is the question; this entry says nothing either way on the answer.
  • Whether CIMA's corporate governance rule itself mentions technology or AI was not checked for this edition.
  • Here CIMA is the Cayman Islands Monetary Authority. The Cameroon entry (CM) refers to the Conférence Interafricaine des Marchés d'Assurances, a different body.
